Where it is

The planning area covers about 2,900 acres in a strip along the river, from just north of Uptown past Manchester Expressway, with River Road, Hamilton Road and 2nd Avenue as its main north-south streets. OpenStreetMap places Bibb City, Beallwoods, North Highlands, City Village, Cascade Hills and Kingston inside it.

The comprehensive plan describes three character areas here:

  • Bibb City, “a former company town of the Bibb Manufacturing Company” established in 1909. The mill closed in 1998, the town lost its charter and was annexed by the consolidated government in 2000, and it was placed on the National Register of Historic Places in 2010. The original mill burned in 2008; the remaining building, the RiverMill Event Center, “anchored the old mill site.”
  • Columbus Tech and Beallwood, one of the mill districts built north of the original city around 1900. Columbus Technical College now occupies the mill site, and Beallwood is where the mill’s rental houses stood, “some of which still stand.”
  • City Village, about 30 blocks on the river from north of Uptown to the south end of Bibb City, most of it owned by the city “and reassembled for future development.”

The city’s address data has 6,580 address points here, 5,670 of them residential. About 97% are in ZIP code 31904 and 3% in 31901.

Homes and HOAs

The plan says Bibb City “has evolved as a niche neighborhood with renewed investment,” with new houses and rehabilitation increasing, and that “an active homeowner’s association has formed.” It recommends designating Bibb City a conservation neighborhood.

For Beallwood, the plan says commercial zoning dating to 1953 let businesses creep into the neighborhood, and that since the 1980s the city has worked with residents to restore it as a residential area. It calls for preventing commercial encroachment, working with community housing development organizations on new housing, and reusing old warehouses and the old elementary school. For City Village it calls for mixed-income housing throughout.

Schools

How a random sample of 160 residential address points here came back in the district’s infoFinder lookup on Oct. 6, 2026. Some addresses returned two schools at the same level, so shares add to more than 100%. Scores are 2025 College and Career Ready Performance Index (CCRPI) figures from the state’s School Grades report.

Level School Share of sampled addresses 2025 CCRPI
High Jordan Vocational High (report card) 100% 63.0
