The Liberty District is the small neighborhood east of Uptown, centered on the Liberty Theatre. The city’s comprehensive plan says the district “is far more than its core attraction”: it “serves as a bridge, connecting the original Historic District and Uptown (located to the west), and the extensive railyards and industrial uses to the north and east.”

Where it is

We used the city’s own Liberty District map layer, less any blocks already inside the Uptown area. It lies east of Veterans Parkway, around 6th and 8th avenues, from the South Commons sports complex north toward the rail yards. The main streets are Veterans Parkway, 6th Avenue and 8th Avenue.

The comprehensive plan lists what is here besides the theater: working industries, the Ma Rainey House, six historic churches, active rail lines, a public library, local and state government offices and the Columbus Commons housing development. It notes “numerous vacant blocks and lots,” many owned by the city and “reassembled for redevelopment.”

The city’s address data has 456 address points here, 351 of them residential, and every residential address is in ZIP code 31901.

Homes and plans

The plan’s land uses for the district include single-family and multifamily homes, and it asks the city to “actively preserve remaining homes and other structures” by enforcing property maintenance codes, keeping up streetlights and sidewalks and discouraging nonresidential encroachment. It holds up Columbus Commons as “an example of appropriate residential design in the District.”

Other steps in the plan:

  • Review the 2003 Liberty District Master Plan.
  • Encourage “urban, dense mixed-use development along 8th Avenue.”
  • Reopen 5th and 7th streets between 5th and 6th avenues, and open 7th Avenue between 5th and 7th streets.
  • Use the 6th Avenue/Liberty District tax allocation district, created in 2016, for infrastructure.
  • Along Veterans Parkway, favor businesses that serve the neighborhood over highway businesses.

Part of the area is the city’s Liberty Heritage local historic district, where exterior changes need a Certificate of Appropriateness from the Board of Historic and Architectural Review.

Schools

How a random sample of 100 residential address points here came back in the district’s infoFinder lookup on Oct. 6, 2026. Scores are 2025 College and Career Ready Performance Index (CCRPI) figures from the state’s School Grades report.
